I’m Meghan D. Thomas, M.A., a consultant with more than 18 years of experience in proposal management and writing, technical communication, medical writing and editing, scientific publications, and teaching. My background spans pharmaceuticals, public health, federal policy, healthcare IT, cybersecurity, software, and engineering.
Whether you need someone to lead a proposal, develop original content, coordinate a publication, or bring structure to a complex project, I offer practical experience, careful judgment, and clear communication.

My professional experience includes Emergent BioSolutions, Northrop Grumman, Presidio, KoolSpan, Exact Software, FMC Schilling Robotics, JMA Solutions, and Wood Consulting Services.
Selected proposal accomplishments include:
- Emergent BioSolutions: Managed and wrote winning responses for a 10-year Ebanga® IDIQ valued at up to $704 million, a $75 million Cyfendus® award, and a $5 million NARCAN® Nasal Spray award.
- Northrop Grumman: Managed technical volumes and co-wrote the winning 10-year, $3.1 billion Social Security Administration IT Support Services IDIQ response.
- Presidio: Managed technical volumes and wrote the successful $53.9 million EPA Enterprise Network Services IDIQ response.
My broader work includes enterprise medical, legal, and regulatory reviews; scientific publication projects; federal policy publications; and content supporting vaccine development, infectious disease and rare disease treatments, medical devices, and harm reduction.
